What is a "Program Strategy"? A program strategy is a high-level plan that outlines the vision, goals, and guiding principles for delivering educational programs. It provides direction for curriculum, resources, facilities, and specialized supports to ensure equity and quality learning experiences. The strategy serves as a framework for decision-making and implementation across schools.
This Program Strategy Review looks at three strategies:
The Elementary Program Strategy, which includes the 6 elementary Focus Programs (e.g., basketball, hockey, Sage).
The Secondary Program Strategy, which includes programs such as Tier 2 and Tier 3 Specialty programs such as Hospitality, Cosmetology, Manufacturing, and International Baccalaureate.
The Elementary French Immersion Location Strategy and the Application Process Review, which looks at French Immersion programs in HWDSB elementary schools as well as the process that students apply to enter the French Immersion program.
What is a Review? A review or evaluation of the program strategy is a systematic process to assess how well the strategy’s goals and vision are being implemented. It examines program effectiveness, equity, and alignment with curriculum and board priorities. The purpose is to identify successes, gaps, and areas for improvement to guide future decisions. HWDSB’s Elementary Program Strategy (including the French Immersion Location Strategy and Application process) was created in 2016 while the Secondary Program Strategy was established in 2012. This is the first full-scale review since the strategies have been written.
